Signed into law in May 2025, the RAISE (Renewing Alabama’s Investment in Student Excellence) Act replaces Alabama's outdated 30-year-old funding formula with a needs-based model. It invests $166 million this school year and at least $549 million over three years. For special education, that means new per-student dollars across three disability tiers, with one requirement: every dollar must be spent on the students who generate it, with documented results. Tier 1 | $150.94 per student

Students with mild disabilities who spend 80%+ of their day in general education. They're the majority of your SPED population, but their per-student allocation is the smallest — every dollar has to stretch.

Tier 2 | $754.70 per student

Students with moderate disabilities needing regular specialized instruction. This is the sweet spot: enough funding to cover meaningful interventions with room left over for additional supports.

Tier 3 | $5,660.25 per student

Students with intensive needs in self-contained or highly supported settings. The largest allocation per student, designed for layered services where any single tool is one piece of the puzzle.
